MALAWI WITH ITS PERENNIAL POWER SHORTAGES
Malawi, with its perennial power shortages, is expected to benefit from power trading agreements which the Southern African Power Pool is pioneering in some countries on the African continent including Botswana, South Africa, Mozambique, Lesotho, Zambia and Zimbabwe.
Mozambique is one of the few countries in Africa that currently possesses an over-supply of electricity and is likely to dominate the supply-side of this trading market with Namibia, Zambia and Botswana expected be the main purchasers in the region, after South Africa.
An executive from Standard Bank’s Power and Infrastructure Division, Cody Aduloju, said in a statement that in the next three to five years, power trading agreements between countries with excess power generating capacity and those battling supply shortages will be a dominant theme in the electricity markets of south-central African nations.
And the power problems facing countries like Malawi are expected to be overcome with these power trading agreements between countries on the continent.
But Aduloju said the biggest challenge to these arrangements will be reliable and stable transmission networks to facilitate the seamless transfer of electricity between sellers and purchasers.
“Power will increasingly become one of the most tradable commodities across the region given the electricity shortage we are seeing across Southern Africa. The role of the Southern African Power Pool (SAPP) in ensuring cross-border planning, investment and trading between member states remains critical,” Aduloju is quoted as saying.
SAPP has, since inception facilitated the regional power trading framework by ensuring reliable and economical electricity supply across the region. Its members include utilities and private power producers from Malawi, Botswana, South Africa, Mozambique, Lesotho, the Democratic Republic of Congo, Namibia, Swaziland Zambia and Zimbabwe.
Aduloju said that Mozambique, which plans to double its generating capacity to five gigawatts by 2025, has the potential to expand the existing capacity of the Cahorra Bassa hydro facility by approximately 60 percent provided it can attract the necessary investment, he says.
“The biggest challenge that Mozambique faces in taking advantage of this opportunity and many other power projects, is that it has weak transmission infrastructure, which is a key requirement for exporting adequate levels of electricity to other countries in the region. However, it has phenomenal potential for electricity production, ranging from coal, gas and hydro powered generation,” he said.
Standard Bank, through its Corporate and Investment Banking division, has been actively involved with the Electricity Supply Corporation of Malawi to help the utility with capacity to supply electricity through strategic advice and financing.
41 YEARS OLD MAN ARRESTED IN NTCHEU
Police in Ntcheu have arrested 41-year old Anaphy Thom, driver of an oil tanker, on suspicion that he is involved in the theft of 33,000 litres of crude oil, worth about K21 million.
The suspect, who was transporting oil from Beira in Mozambique to Lilongwe, claimed that on the night of June 12, some mysterious men in masks attacked him, somewhere close to Mozambican territory and made away with the tanker.
Ntcheu Police Spokesperson, Gift Matewere said that Thom’s narration of his ordeal during the night of the alleged attack sounded fake.
“He told police that around 7 pm on this night, a Saloon overtook his tanker and blocked him. He claimed that some men wearing masks approached his truck, opened one side of the vehicle and tied him up. He further alleged that they drove back towards the direction he was coming from, for two hours and stopped at an unknown destination”, said Matewere.
According to Thom’s statement to the Police, a day after he was “hijacked”, the mysterious hijackers drove him back to Ntcheu in a different car and dumped him at a certain village.
Matewere said that some inconsistencies in Thom’s explanation made them suspect that he has a hand in the missing tanker.
Some hours later, the Police instituted an investigation into the missing tanker and found it empty.
“Preliminary investigations led to the recovery of the tanker, registration number BK 8839 belonging to Rashy Transport. It was dumped and empty, at Kachipeya Village along the M1 road. Further investigations on the matter are still underway”, added Matewere.
The suspect is currently in Police custody and is set to appear before court to answer charges of theft, contrary to Section 283 of the Penal Code.
Thom hails from Chimangire Village, Traditional Authority Chimwala in Mangochi District.
Officials from Rashy Transport, Thom’s employer and owners of the tanker, said they were not aware of Thom’s arrest or the alleged ambush.
But Matewere said that the officials from Rashy Transport are aware of the issue. He added that they are the ones that gave estimates of how much the fuel the tanker was transporting could cost.
Last week, it was reported that about four Malawian fuel tankers were ambushed along the Beira-route in Mozambique, with all the drivers coming back home unharmed.
According to the drivers, some men in military uniform attacked them, took away the tankers and blew them up.
Following the increasing attacks, the Mozambican government is providing military escort to vehicles passing through the Beira-route.

MPS HAVE PUSHING TO HAVE LOANS
Members of Parliament (MPs) who were pushing for the full implementation of their conditions of service have no reason to smile now as government has only agreed to be a guarantor of the loan, meaning MPs will have to shoulder the interests.
Chairperson of Parliamentary Welfare Committee tasked to engage government on the matter, Alex Major disclosed to Government has put its foot down not to subsidise the loan saying it has no money.
Government team led by Finance Minister Goodall Gondwe commenced discussions with the MPs on Tuesday after the disgruntled legislators warned of sabotaging the 2016/17 budget if the executive would not fulfill all conditions of their service.
The discussions spilled to Wednesday when the group met the whole day at National Assembly premises.
Major, who is Malawi Congress Party (MCP) parliamentarian for Kasungu West explained that the lawmakers will have to shoulder a commercial bank 27 percent base lending rate or more, if they are to access the K3 million General Purpose Administration (GPA) loan.
According to him, not many MPs will be able to access the loan as another condition attached is that those applying should ensure that their net pay is not less than half of their salary after deductions.
“It’s tricky now because MPs are already servicing a number of loans and now with the news that government will not square the difference, it means some will perhaps only get K1 million and more than that. But at least we have managed to get what we were looking for which is implementation of our conditions of service.
“It’s a trend in government that any official whether Budget Director, President or a Cabinet Minister, each time they want to get a loan there is always a subsidy but in our case it’s just the same as an employer signing a letter for an employee to go and get a loan from any commercial bank, this is not good news,” he said.
The MP gave an example of Malawi Electoral Commission (Mec) Commissioners who he said are much better off compared to legislators, even though the commissioners occupy a lower grade.
Said Major: “After five years, a commissioner will purchase the vehicle from Mec at 10 percent, which means if the car was worth K40 million, the Commissioner gets it at K4 million, that a better deal, and people think we are greedy when we are pushing for our conditions of service.”
Some of the members who were part of the discussions include Samuel Tembenu, Kondwani Nankhumwa, Harry Mkandawire, Harry Thomson, Patricia Mkanda, Ralph Jooma, Vitus Dzoole Mwale and Anna Kachikho.

Government announced the increase in learning hours for Primary Schools last week saying the changes are part of reforms to improve the quality of education in Malawi.Reacting to the change, education expert Bob Chulu said the increase will enable primary school pupils to learn more and have wide knowledge on various subjects. He added that the primary school learners will have an advantage of using the time to pass exams and achieve their dreams.“
