The Anti-Corruption Bureau (ACB) director Lucas Kondowe has said the graft-busting body is seeking direction on the trial involving former president Bakili Muluzi and has up to Friday to inform the High Court the course of acourt Muluzi, who ruled the southern African country between 1994 and 2004, and his co-accused, his former personal assistant Lyness Violet Whisky, stand acc used of diverting at least US$ 13 million of what the State had claimed was donor money meant for various government development projects to his personal accounts. He denies the charges, and vehemently alleged they were pressed on him for political persecution by his successor Bingu wa Mutharika. According to ACB boss, the graft-bursting body simply has no objective material evidence that Muluzi was siphoning from state coffers during his decade as leader of the nation. According to Africa Confidential publication, in early July Kondowe took the unusual step of visiting media houses to explain that after lengthy enquiries costing billions of kwacha, there was not enough evidence to proceed with the case against Muluzi. Muluzi, 73, was first arrested in July 2006 accused of diverting $11 mn. in funds that had been gifted by Libya, Morocco, Kuwait and Taiwan. Lead prosecutor and Kondowe’s deputy, Reyneck Matemba, recused himself on 5 May 2016 from the Muluzi case on “personal grounds”. Kondowe claimed to have consulted three previous ACB directors – Gustave Kaliwo, Justice Rezine Mzikamanda and Alexius Nampota – on the Muluzi case and draw conclusion that the case isn’t strong enough. The ACB boss stressed there is no political hand in the direction of Muluzi case, saying bureau is an independent institution that makes independent decisions – a point backed by Malawi Law Society. Meanwhile, according to local press, debate for enactment of a legislation obliging political parties in Malawi to disclose their private financiers to deter parties from obtaining funding from “dubious” sources. Such a bill championed by Centre for Multiparty Democrcat (CMD) was already submitted to Ministry of Justice and Constitutional Affairs in January this year. “The absence of legal frameworks governing private financing of political parties is a huge deficiency in a democracy for although money is an asset in politics, it can at the same time be a liability. The relationship between money and politics remains one characterized by contention and controversy in every democratic state,” argued political analysts Dr Augustine Magolowondo “It is not only the question of access to resources that can skew and endanger the democratic play field; it is also how those resources are acquired, who provides them, under what terms and how they are used that is equally critical. As the saying goes, those who pay the piper call the tune. “ It is very likely for a party to be held at ransom by those who finance it. In the worst case scenario, it is even possible to have a party in power that is remotely controlled by actors outside it and whose (actors’) interests are inimical to society at large,” Magolowondo further argues He states that Malawi is in an urgent need of a “clear and robust” legal framework that will ensure that party financing does not degenerate into a liability to the democratic cause. A constitutional law expert Edge Kanyongolo, who is lecturer at University of Malawi’s Chancellor College, agreed on the need to have a robust legislation on political party funding, as he is quoted by The Nation saying it is the empowerment of the citizenry – and the media – by improving their access to public information and thus their knowledge of the “strings” behind the political parties. Patrick Zeus Phambala, a Lilongwe-based political and social commentator, proposes the establishment of a political party funding regulatory body which, in his view, would widen public interest in the running and overall ownership of parties. According to Phambala, unregulated party funding is responsible for the demigods in political parties.
Malawi Police in Lilongwe have rearrested a whistle blower who has risked his life to unearth corruption activities at Bwaila Hospital, a key factor that has sunk public services at the healthy facility. Ramsy Mushani, spokesperson for Lilongwe police station confirmed the arrest on Monday of Donnex Banda, the executive director of Youth Health Network. “He was arrested because he was not honouring his bail conditions,” said Mushani. However, his statement sharply contradicted that of principal secretary for Health Macphil Magwira who said Banda was arrested because he was intimidating staff at the hospital. His arrest comes at a time when he has been speaking loud against corruption at the public hospital when the former district health officer Mwai Mwale hired an expensive catering firm to provide food for patients and night shift staff. However the hospital failed to pay a huge debt which has led to the abrupt end of provision of food to both patients and staff working on night shift. Mwale has since been transferred. Some speculations say the MM Catering firm belonged to him. He denies the allegations. Civil Society activist Billy Mayaya has since asked for the immediate release of Banda. Mayaya said Banda is a whistle blower who always wants to see an end to corruption at the hospital. During his arrest, he was calling for the transfer of more top hospitals whom he accused of corruption.
The Malawi government has slashed the number of beneficiaries for the Farm (Fisp) from 1.5 million to 900,000 in the 2016/17 agricultural season.Spokesperson for the Ministry of Agriculture Hamilton Chimala said the development follows a slash of K17 billion allocation to Fisp program in the 2016/17 budget by the ministry of finance“In the budget, the minister allocated MK43 billion out of MK60 billion to the program and this will target only nine hundred thousand famers who are poor from rural areas of the country,” said Chimala. Fertiliser subsidy malawiFertiliser subsidy beneficiaries reduced. UN.The Malawi Government introduced the large scale national programme in 2005 in order to subsidise agricultural inputs, mainly fertilizer and seeds for maize production. The program saw smallholder farmers paying for a bag of fertilizer at a very low price while some seeds were being provided for free to citizens. However, Fisp program became under criticism after some stakeholders deemed it to be unproductive in helping Malawi to be food secure.Stakeholders argued that the program was not meeting targeted people and it was used as a channel for government officials to pump funds into personal accounts.

Analysts in Malawi have suspected foul play behind the deploym
ent of General Ignacio Maulana from Malawi Defence Force Commander (MDF) to head security issues at National Food Reserve Agency (NFRA) ).Speaking on the local press, the analysts, faulted President Peter Mutharika for not being transparent on the deployment.Rafiq HajatHajat: Says the directive is questionable. One of the analysts Rafiq Hajat questioned the strength of Malawi’s democracy as citizens have not been told the reasons behind the deployment that has been seen to be a “demotion”. Hajat added that NFRA has not reported security shake ups that might need a top military official to head security issues at the organisation.“If find it quiet strange because it’s like using a shotgun to kill an ant.In terms of specialization and capacity there are many specialists who would be able to perform that job,” said Hajat.Concurring with Hajat, Henry Chingaipe disclosed that Maulana‘s new post could have been trusted with only a senior police officer but not even the Inspector General of Police and neither the army commander. Peter MutharikaMutharika: Has not given reasons for Maulana’s axing. However government chief secretary George Mkondiwa has downplayed reports of foul play behind the deployment arguing that its “normal” in government sectors. He added that the president has thought of trusting Maulana with such a position as the country is buying more maize to address the hunger in the country. the development comes at a time when the office of National Audit has asked for more resources from the World Bank to complete its task of auditing all government sectors despite minister of finance Goodall Gondwe disclosing that the exercise was completed.A local newspaper on Saturday July 30, disclosed that the audit spared MDF, state house officials in just mentioning some hence more resources might be needed.

On being married for 20 years It’s jqust been fun. I’m married to my friend and should I say, my destiny supporter. There’s no relationship without its challenge. When people hear that we are celebrated twenty years, they think we must be really without stress or anything, but I just want to let people know that if you are determined to do it in life, if you are determined to make it, you will make it. You have troubles in life generally anyway; either with your parents, or with your siblings. So it’s just like that. It’s a normal thing. Don’t use any opportunity or any quarrel in a relationship with your spousq
e to justify the fact that everybody says marriage is hard. It’s not any harder, I think, than any other relationship you’ve had in life, maybe with your business partners or with your siblings. I understand that there are some marriages that have more challenges than others. If there is abuse involved, I think you should find your way out quickly. But if there is no abuse, then there is nothing you cannot overcome. Given that, I have had a very wonderful time with my spouse. We’ve just been friends. That’s what matters most. On having grey hair Well, I’m 38 years old so I’m not scared. But even if I was 51, that’s not the point. I’m growing younger if you actually think about it. Even babies these days have grey hair. Anyways, that’s not the point. The point is, in life, I think we should all embrace who we are. And I think when people are sufficient or feel sufficient in life, and you feel like you’re achieving, you really wouldn’t be afraid of age. I think people are afraid to age when they actually look at where they are in life and feel like they’ve not achieved much. They feel like time is running by. I think that’s actually the reason why people are afraid of aging if you really go into it. But if you are contented in life and know that all fingers are not equal and you are where you are meant to be, because you could actually be six feet below. That you’re alive and well in itself is a reason to celebrate age. I don’t think that’s a reason why not. On her definition of beauty I think beauty, first and foremost, is in the confidence. If you are a confident woman and you understand your self-worth, I think you are beautiful. That is why sometimes you see some girls that you think, visually, in your own definition, are not aesthetically beautiful. But any time they walk into a room, everybody turns. And you wonder why everybody is looking at that girl. She’s not even that fine. If you get it together, she is a confident woman. So beauty for a woman, even for men but especially for women, is knowing your self-worth, understanding yourself, understanding your body and working with what you have. Most women don’t have everything. Even I don’t have everything but there are things that you have, so work with what you have.

Once we establish that indeed some of our people are involved, disciplinary action will be taken,” said Mwamadi urging the general public to report people who are involved in any malpractice and their identity will not be disclosed. CEAR Safety Analyst Kondwani Guta and Social and Community Relations Manager Towera Ng’ambi also attended the sensitization meeting.
Persons with albinism in Malawi have joined hands with various organisations in calling for the int
roduction of police escorts, night patrols and roadblocks in suspicious routes to deal with increased killings and abductions of such people.Overtone Kondowe—president of the Association of Persons with Albinism in Malawi (APAM)—said this in Mponela, Dowa on Friday during a sensitization meeting police, World Vision and other stakeholders organized.Malawi Police Malawi Police needed in the ending of attacks on albinos. The event was aimed at sensitizing the public to the dangers of killing and abducting of persons with albinism in Malawi, where such incidents have reached critical stage, according to local authorities, UN agencies and Amnesty International (AI). Statistics say 20 of them (persons with albinism) have been killed and 67 others at large since such incidents started being reported in local and international media.Kondowe has since urged government to provide all persons with albinism with police escort services to and from different places considering that they are already few in the country.“While statistics show that we are about 10 000, we want government to provide us with tight security. This will make us not live in fear because our lives are still in danger despite having laws in place. Police patrols and escorts would be ideal,” said Kondowe. However, Minister of Gender, Children, Disability and Social Welfare Jean Kalilani said government is committed to ensuring that security for persons with albinism is tight. She said even those caught discriminating such people will face the law without haste.“Those people that will be caught doing such atrocities will be jailed for life and government is serious about this. We want to put a full stop to this because it is inhuman to think that bones or body parts of persons with albinism brings wealth,” she said.Jean KalilaniJean Kalilani says everyone needs to join the fight against albino attacks.Kalilani reiterated that police and community leaders, including members should also be on the alert each time there comes traditional healers in their locations because according to her they contribute to such incidents.Police at the event were upbeat about dealing with the act, saying measures are in place to provide tight security so that culprits are brought to book.During, the commemoration of the 2016 international albinism awareness day held in Kasungu, President Peter Mutharika said: We say NO to this darkest evil of our times! This is our “big NO”, and this is our collective voice even against those parents and relatives who sell their children in the night privacy of their homes. He said culprits have taken away enough lives of people, but time has come for them to face the law. “You have taken away enough peace of our people with albinism. Now you will face the arm of the Law!” said Mutharika.Traditional healers remain banned from doing their business in the country following a high court order that some lawyers obtained in Mzuzu some three months ago.

US Ambassador to Malawi, Virginia Palmer says patriotism is one of the pillars that have made America a great nation. Ambassador Palmer was speaking in Lilongwe during celebrations to mark 240th Independence of the United States of America.p In his remarks, Minister of Foreign Affairs and International Cooperation Francis Kasaila said Malawi can learn a lot from the United States of America. Kasaila, who is also the parliamentarian for Nsanje Central, urged Malawians to embrace three pillars of integrity, patriotism and hard work for the country to develop. “Malawi needs responsible and productive citizens, productive citizens to achieve socioeconomic development,” said Kasaila. Recently, President Peter Mutharika called for unity among leaders and the public in the development process. According to the Malawi, lack of integrity and unpatriotic spirit among some Malawians hinders the country’s progress in development. Delivering the State of Nation Address which marked the opening of the 2016/17 budget meeting, Mutharika urged politicians and all Malawians to be united and together fight for one common goal of ending poverty. He said Malawi as country is faced with a number of challenges and that government alone could not manage to fight and that it required concerted efforts from all sectors including politicians. “As a small player in a highly complex, volatile and globalized economy, we are bound to face many more challenges along the way due to externally induced pressures and shocks. “At fifty plus as an independent nation , I feel we are at the critical stage of development where patriotism , hard work, discipline, commitment to duty and above all selflessness and sacrifice must be exemplified by all of us including members of this august House. All the efforts by the Government shall be in vain if we do not bury our differences and put the interests of our country and people first,” said President Mutharika.
