JULY 20 POLICE SHOOTING VICTIM FAMILIES FAULT 






Family members of July 20, 2011 protests victims are asking Attorney General Kalekeni Kaphale to withdraw his statement insinuating the family members had received compensation, saying this has caused problems within families.
Kaphale told a newspaper recently that the state settled the issue out of court and gave out K33 million in  compesation.
At least 20 Malawians were brutally killed by police on July 20, 2011 during country wide protests against the Democratic Progressive Party led government of former president Bingu Mutharika.
Lawyer for the victim families George Kadzipatike of Jivason and Company confirmed the families are yet to receive the compensation.
“There is delay in remitting the money to the families,” he said.
Ten families took the government to court for the loss of their relatives.
Spokesperson for the Justice ministry Apoche Itimu said the office of the Attorney General approved the K33 million compensation long time ago.
Treasury spokesperson Nations Msowoya said he did not have details of the issue and therefore asked for more time

The state-of-the-art Bingu National stadium  in the capital Lilongwe will be completed by September this year and ready for opening as government has allocated K841 million ($1213 564)  in the K1 trillion 2016/17 national budget presented on Friday in Parliament.
The Chinese-funded project was completed late last year but the stadium has been idle because government could not pump in funds to enhance electricity supply and have the sewer system operational.
To finalise work on the stadium, the ministry early this year sought K500 million ($721 501) extra funding which was not given.
But after Minister of Finance and Economic Planning, Goodall Gondwe,  presented his budget statement in parliament on Friday, Ministry of Sports and Culture’s spokesperson Christopher Mbukwa said the modern facility will be completed in September because of the Treasury allocation.
“K841 million is enough to operationalise the stadium. The project will be completed and opened this year,” Mbukwa said.
He said the funds will be enough to upgrade the stadium to the expected standards.
Mbukwa said the completion works of the stadium will  start at soon as Parliament approves the national budget.
The 2016/17 financial year will start on July 1 this year while Parliament is expected to start deliberations on the budget on Monday.
Construction of the stadium by  by a Chinese contractor to the tune of 70 million U.S. dollars, a concessional loan to be paid back by Malawi government in 20 years,  commenced on July 1, 2013 .
Among other facilities are 56 lounges where families and sponsor groups will have the luxury of watching live events in private.
It also has a press gallery, a gym and Olympic standard synthetic running track around the pitch, and the playing field is covered with special drought-resistant grass imported from South Africa.

BRITAIN RULES OUT BUDGETARY SUPPORT


Britain has ruled out resumption of budgetary support to Malawi despite the southern African nation qualifying for IMF extended credit facility.

“It is not only in Malawi, we are moving away from this type of support in many countries,” he said.
British High Commission to Malawi Michael Nevin said this after Finance minister Goodall Gondwe presented a K1.2 trillion course of the new finach starts in July.
The Finance Minister said out of the K1.2 trillion, the government will only be able to locally fund the budget up to K965.2 billion and the rest will come from donors.


Gondwe asked the revenue collector, the Malawi Revenue Authority to pull up socks and collect the targetted K708 billion set by the IMF.
”MRA should do more at this crucial moment,” he said.
Opposition Peoples Party spokesperson on finance Ralph Jooma laughed off the budget saying if the government knows it can only finance it up to K965 billion, why has the government pushed it to K1.2 trillion.
Malawi Congress Party (MCP) Spokesperson on Finance Kusamba Dzonzi, who is also member of Parliament (MP) for Dowa West described the 2016/17 National Budget as ‘hostile to Malawians and cannot be implemented without donor support’.
