President Mutharika was speaking during a development rally he conducted in Chitipa district.

Professor Mutharika said people of the Northern Region have been supporting his government including the implementation of development projects such as the construction of Bingu Highway which links Karonga and Chitipa districts.

During the rally, Professor Mutharika said government is promoting irrigation farming in order for the country to be food sufficient.

The President said rain fed agriculture was no longer reliable due to climate change. On this point, President Mutharika urged people to refrain from wanton cutting down of trees.

On the killings of people with albinism, Professor Mutharika urged all Malawians to unite in stopping the barbaric act which has tarnished the good image of the country.

Commenting on drug theft, President Mutharika said government has put in place measures to deal with the malpractice. The President said anyone found stealing drugs will be dismissed and taken to court.

He also assured the nation that government will soon unveil plans to build 10-thousand houses for the police, the army, immigration department and the prison services to deal with housing challenges.

Besides, on their way from Chitipa, the first couple donated four hundred thousand Kwacha to Phwezi Rural Polytechnic in Rumphi.

 MOZAMBIQUE HAS STARTED PROVING ARMED SECURITY

Mozambique has started providing armed security escort for Malawian trucks driving through conflict zones following an escalation of clashes between government soldiers and opposition militias.

Reports have been rife over the past weeks that Mozambique had been declared a war zone following the intensification of the clashes.

The governing Frelimo is fighting against the opposition Renamo militias led by long-time opposition leader Alfonso Dhlakama.

But Malawi High Commissioner to Mozambique Frank Viyazyi has disputed the reports and assured Malawians of protection.

Besides Tanzania and sometimes Zambia, Malawi depends on Mozambique for her imports and exports through both railway and road transport.

Thus, the prevailing armed conflict in Mozambique would have grave implications on the country’s economy.

Already, the conflict, primarily in Tete Province, has displaced at least 12 000 Mozambicans who are currently seeking refuge in Malawi. And the number flocking into Malawi is said to be rising daily.

But speaking in a telephone interview from Maputo, Mozambique on Tuesday, Viyazyi said much as there are continued clashes, the situation was under control.

However, the envoy said he would be giving a comprehensive report to Malawi Government so that Malawians learn the truth about the situation.

He said: “But the fact of the matter is there is no declaration of war. Mozambique has not declared war. What we know is there is a disbarment exercise taking place.

“Government forces are disarming Renamo soldiers and this process has been ongoing. But there are people who are resisting the disbarment and that is the cause of conflict, and the official position of the Mozambican Government.”

In the meantime, he said, Mozambique is providing mandatory security escort to trucks and other vehicles throughout the most vulnerable stretch between Tete and Beira.

Road Transport Operators Association (Rtoa) executive director Chrissy Flao said her office had received reports from some truck drivers about provision of security escort.

She said: “We have got those reports. Some drivers have reported that they are provided with security escort when going to Beira.”

But Flao said some drivers have reported about the rising shooting incidents although none has so far been wounded.

“As of now, no driver has been reported injured or their vehicles damaged due to the shooting. But perhaps there could be some that have not reported to us,” she said.

In April this year, four Malawian men travelling to South Africa were shot dead by unknown gunmen around Catandika in Tete.

And two weeks ago, some Malawian field consultants were caught in a security malaise when a commotion broke out in a hotel they were accommodated in Chimoio due to a shooting occurrence on the back side of their hotel. The people were told to evacuate their rooms for the hotel lobby.

Minister of Foreign Affairs and International Cooperation Francis Kasaila said travellers must take precaution by avoiding using the volatile route.



8.4MILLION MALAWIANS FACE SERIOUS FOOD SHORTAGE

Amid revelations that about 8.4 million Malawians face serious food shortage due to poor crop weather conditions, Malawi Revenue Authority (MRA) has introduced import value added tax (VAT) on some basic necessities.

MRA has, among other things, introduced a 16.5 percent import VAT on laundry soap, milk, bread and other bakers’ wares.

According to social protection monitoring body, Centre for Social Concern (CfSC), this will burden the poor who will now be denied access to some of these necessities.

CfSC director Jose Kuppens observed that putting import VAT on basic food and non-food items was going against the norms leaders vow to guard in improving welfare of the less privileged.

“We have always said doing that means taxing the very poor people. You do not place restrictive taxes on basic necessities. That is restraining them access to such things,” explained Kuppens.

He said government should have spared the poor by putting tax on luxurious goods such as alcoholic drinks and soft drinks.

But on his part, a tax analyst Emmanuel Kaluluma said ordinarily, when government introduces such measures there are reasons for doing so.

“In my analysis, government is mostly introducing import VAT.

“So, if we give them the benefit of the doubt, it could be a deliberate fashion to help our infant manufacturing industry to grow, thereby promoting the Buy Malawian Campaign,” he said.

Kaluluma said if the local industry could improve quality, it would be a step forward for the country.



 MUSIANS FUNDRAISE FOR MZUZU PRISONERS

Musicians in the country have joined hands to hold music performances in Likoma and Nkhata Bay districts to fundraise for prisoners’ welfare.

The shows, dubbed Winter Cheer Beach Festival: Cheer a Prisoner, will take place on Friday in Likoma and Saturday and Sunday in Nkhata Bay.

Those listed to perform are Lambanie Dube, Nepman, Joe Gwaladi, Positive Yut, Blackface Family and Michael Mountain.

One of the organisers, Aleke Mphasi, said these are two of the several shows up where 10 percent of the proceeds will be used to support prisoners across the country.

He said: “We will also be holding shows in prisons to entertain them as we make the donations. The initiative wants to improve the living conditions of inmates.”

The project is a brainchild of Mzuzu-based music promoters Alenje Media, non-governmental organisations Artists for Change and Hope Foundation Malawi.

Dube, real name Limbani Banda, said music needs to have a purpose in reaching out to the most vulnerable in society.

“Music is like a church, and the musician is the preacher or a teacher. We need to point out when things are wrong and we need to encourage the hopeless.

“Inmates are some of these individuals who need support because not all of them are guilty. Some of them are serving jail terms just because they failed to defend themselves before a court of law,” he said.
