Malawians beat up Burundians
Malawians living in a small rural border town of Tsangano crossed the border into Mozambique on Monday, attacking Burundian traders who allegedly abducted a boy from Malawi.
Malawian police spokesperson Nicholas Gondwa said that a joint operation with their fellow law enforcers in Mozambique brought the commotion to an end.
“There were indeed ugly scenes at Tsangano, a trading centre which lies on the border between Malawi’s Ntcheu district and Mozambique’s Tsangano district in Tete Province. When quelling the violence, which saw Malawians attacking Burundians plying their trade on the Mozambican side of the border, we forgot about the national boundaries and entered each other’s purpose with one sole aim of restoring law and order,” said Gondwa.
He added:
“We could not just stand and watch Malawians roughing up Burundians, looting property and damaging buildings on the Mozambican side of the border.”
Gondwa also confirmed that one Burundian trader had abducted a Malawian boy, who has since been rescued.
“We will find out what happened for the Burundian trader to kidnap a boy from Malawi and in the process ignite the confrontation,” said Gondwa.
The attacks in Mozambique came almost a week after neighbouring Zambia witnessed several xenophobic attacks against Rwandan and Burundian traders.
The violence in Zambia was sparked by rumours that foreigners were carrying out ritual killings.
Ritual killings were a problem in parts of Africa where, some people believe magic potions or ceremonies can bring them success in business and life.
Malawi, Mozambique and Zambia hosted a number of political and economic refugees from Africa’s Great Lakes region.
Most economic refugees from Burundi, Rwanda and Ethiopia operated successful small shops to the annoyance of the locals.

A Malawian truck driver have been arrested by Criminal Investigation Department officers in Mutare in Zimbabwe.
Alfred Manjakawawa Masonyenzo, 37, was driving a South African registered truck (VRC 326 GP) with a Malawian registered trailer.
It is alleged that Masonyenzo was trying to smuggle 900 kilograms of Indian hemp (Chamba) through Forbes border post.
Police in Zimbabwe have so far confirmed the arrest.
According to Manicaland police spokesperson, Inspector Tavhiringwa Kakohwa, police were tipped off that a truck driver was carrying a contraband of indian hemp.
Detectives were dispatched to Forbes Border Post where they impounded the truck and forced Masoyenzo to drive to the city centre.
According to police, Masoyenzo’s papers indicated that he was carrying a consignment of 1 200 bags of wheat bran from Malawi to South Africa.
The detectives requested Zimbabwe Revenue Authority (ZIMRA) officials for assistance and instructed the driver to remove everything from the trailer for a thorough inspection.
With the assistance of sniffer dogs, police discovered 38 bags of indian hemp weighing 900 kilograms.
The packed plastic bags were hidden underneath wheat sacks in the back of the truck.
Police said the driver is assisting police with investigations which is still underway and they expect more arrests.
Mozambique deports illegal Malawian immigrants
Mozambique’s National Service of Migration (SENAMI) says a total 44 Malawians have been deported from Mozambique for staying there illegally.
SENAMI officials told local press on Tuesday in the capital Maputo.
According to SENAMI these Malawians were arrested at Machipanda border post in the central Manica Province bordering Zimbabwe enroute to South Africa.
The officials added that these 44 foreign nationals were arrested as illegal migrants in the country.
Of these, 37 had no entry visas in their passports and other had forged ones.
“They contravened section 24 (1) of the Immigration Act Chapter 4:02 which criminalises exiting the country at “any place other than a port of exit.” the State alleged.

The Zambian court showed no mercy to seven Malawians who had a tendency of stealing UFA wamphala
Chipata Magistrate court in Zambia on Wednesday fined seven Malawians to pay ZK1,000 = MK70,000 each for trying to smuggle 1,150 bags of breakfast maize
The Zambian court in second count, magistrate Phiri fined Mathews Nkhosi and Isaac Njobvu, both from Mchinji district ZK1,000 (MK70,000) fine each or in default six months imprisonment with hard labour.
The two were also arrested on April 19, 2016,jointly and whilst acting together did attempt to smuggle 413 bags of breakfast maize-meal from Chipata into Malawi using an Inveco truck registration number ALP 4304 and were apprehended by a Zambian National Service officer.
Passing judgment, magistrate Phiri said the court had considered the mitigations of the seven convicts and that they were first offenders.
He, however, said that to set as an example to would-be offenders, the court would fine the two K1,000 (Zambian Kwacha) each.
He also said the court had approved the application by the state to forfeit the confiscated bags of maize-meal to the state.
The magistrate, however, denied the application to forfeit the Inveco truck to the state as it could not be for one of the convicts.
“I further urge owners of the truck to come with white books to claim their trucks back,” Magistrate Phiri said.
Meanwhile, Nkhosi asked the court whether they could buy the confiscated maize-meal from the court at a cheaper price and resell at higher price to recover the loss which they had encountered.
But magistrate Phiri said the law does not allow offenders to benefit from their own crime.
“No it is not allowed by law that you can benefit from your own crimes. It’s like one kills the father so that he can benefit the property of his late father, it is not possible,” said magistrate Phiri.
Ethiopia embassy fraud leaps to K293 million
At a time when Malawi’s economy continues to stumble, a new audit report has revealed that money that was stolen at Malawi’s embassy in Ethiopia is K293 Million, a huge increase from the K20 Million that was earlier indicated,

But a fresh audit says the amount stolen is in the region of K293 Million.”This is why we want to be having audits in such offices overtime. The economy is struggling and this is bad news,” said the worried looking Kasaila.
It is reported that the diplomats there had been writing cheques in their names until they were caught red handed in similar acts.In a related development, a National Audit Office has revealed that civil servants and other unscrupulous Malawians defrauded government of K2.5 billion of donor money meant for HIV and Aids fight.
The report that we have seen indicates that a total of K2,520, 272, 421.62 was stolen between 2013 and 2015 through various dubious means.The biggest financial scandal which hit Malawi which is popularly known as cashgate saw K24 billion being lost.
MALAWI FACING A MILITARY INVASION
News just coming in is that there was tension at Tsangano as the Mozambican military soldiers invaded the Malawi side in a war threatening manner.
The Malawi government in retaliation sent its Lilongwe based soldiers from the Kamuzu Barracks where the Malawians felt a bit relieved.
We understand that the Mozambican government was confiscating some juices from Burundian traders in their country who ran into Malawi.
Without regard to protocol or peace treaties the Mozambique soldiers crossed the boarders armed to the teeth and caused havoc in Malawi.
The Malawi defense forces had to be called to query the situation.
After some six hours of camping in the area the combat team from the Malawi soldiers have withdrawn but an intelligence
team from the army is still there.
Meanwhile the government of Malawi has deployed Malawi Police Service C Division, also from Lilongwe to camp in the peace threatened area
This sad development comes barely a week after Presidents of the two countries held in door discussions.
Malawi is also hosting thousands of refugees from the war torn Mozambique.
No official report as of now but sources in police say it is true that their team is there after the withdrawal of the Army.
Journalism students commemorate press freedom day in style
As the country commemorated World Press Freedom Day on Tuesday, the United States Embassy in the country invited journalism students to commemorate the day in style. High court gives govt cashgate buses
The Lilongwe high court on Wednesday ruled that government should take full control of six Marcopolo buses seized from capital hill officials.The Marcoporo buses are valued at K520 million and their procurement was facilitated by former chief tourism officer in the ministry of tourism, Leonard Kalonga.Cashgate busesCashgate buses now under control of government.Following the arrest of Kalonga, the state prosecutor demanded that the buses are to be kept with the police so that they should be used as evidence in the court case.Last year, the court convicted Kalonga on his own plea of guilty for stealing K3.7 billion ($6.3 million).After the conviction, Anti-Corruption Bureau (ACB) deputy director general Reyneck Matemba said they were to wait for legal ruling to dispose of the buses.In her ruling, Judge Fiona Mwale said government should take full control of the buses that were bought using taxpayers’ money.Confirming the development, Judiciary spokesperson Mlenga Mvula said the ruling will help government in recovering money that was stolen from the public purse.“This is one way of recovering money that was stolen and it is up to the government to decide what to do with the buses,” said Mvula.The six buses had been stationed at area 30 Police headquarters in the capital city Lilongwe since 2013.
Albino abductors get 25-year jail
The first grade magistrate court in Dedza district has handed down a 25-year prison sentence to the two men who abducted Davis Fletcher Machinjiri last month.The convicts, Vuto Biswick and Emmanuel Robert on April 23 abducted Machinjiri with intent to traffic him to the Republic of Mozambique where he was later killed.CourtThe two were arrested and charged with conspiracy to commit felony, trafficking in person, and abducting with intent to commit murder. They pleaded guilty on all three counts.However, state prosecutor Patrick Bean Chambuluka said the two still deserved a stiff sentence, arguing that a stiffer sentence always depends on the nature of the crime, circumstances of the offender, and public interest.Before passing sentence, first grade Magistrate Enete Jiya Banda showed the courtroom audience pictures of the mutilated body of 17 year-old Machinjiri.Cassim MandaManda: Says the sentence is a precedent in the fight against the attacks.Jiya Banda said what the convicts did is unwelcome to the society since a life was lost. She then sentenced them to 6 years imprisonment with hard labour on the first count of conspiracy to commit a felony contrary to section 404 of penal code, 12 years IHL on second count of abducting with intent to murder contrary to section 261 of penal code, sentences which the magistrate said should run concurrently.The two abductors were also sentenced to 13 years imprisonment with hard labour on third count of trafficking in person contrary to section 15 sub section (1) of Trafficking Act no 3 of 2015.The High Court has since given the sentences a go ahead.Meanwhile, Dedza police deputy publicist Cassim Manda has expressed satisfaction with the sentence.
Mutharika issues a fresh warning to Malawians

Malawi to introduce user fees in hospitals
QechPublic hospitals to be struck by user fees.Authorities in the health sector says they have finalized the policy that will let them introduce user fees in public hospitals.Speaking in an interview, minister of health Dr Peter Kumpalume confirmed that the policy has been finalized. ”We are waiting for cabinet approval and this is in line with the public reforms which were introduced.
“We want to make the health sector more efficient and hospitals should generate funds on their own through the fee that people will be paying when they want to access the medical services and will also want to improve the conditions in the government hospitals,” said Kumpalume. He further said the ministry is targeting that by July this year, people from all districts across Malawi will be paying fees to access medical services in public hospitals. The move however has not been welcomed by some Malawians. One concerned citizens said government should consider that the economy is not doing well hence the policy will make Malawians poorer. “Malawians are still poor so if the government introduces the fee, are Malawians who are poor going to manage to pay?” queried the citizen.
K500 Million required for Bingu stadium completion
Bingu National stadiumBingu National stadium to be opened a little longer.The sports fraternity in Malawi will still have to wait a little longer until the magnificent Bingu National stadium is opened as money amounting to K500 Million is needed to wind up core works before the facility comes to full use.This was revealed by Sports Minister, Grace Chiumia after she led the Vice President Saulos Chilima in a visit to the facility in Lilongwe.According to Chiumia, the money is meant to be used for the maintenance of the sewer system, planting of network and electricity cables among others.She said that this has come about due to emergency situations like floods which saw government coughing out a lot of funds.She says the Ministry of Finance and Economic Planning has been informed on the required money and that there is hope it will give out the money so that the stadium is opened for use.”We require up to K500 Million and we hope it will be given to us soon. Malawi police in Blantyre are searching for a mother who dumped her 3 month-old baby boy at Kanjedza Seventh Day Church in the city.qechAssistant Public Relations Officer for Limbe police Sergeant Widson Nhlane said on 30 April 2016 members of Kanjedza Seventh Day Church gathered together for prayers when the woman dumped her baby a few meters from the church building.”On 30 April 2016 members of the church were conducting prayers and they saw the unknown woman carrying a baby and they thought she was a member of their church,” said Nhlane.He added that a moment later the woman vanished but she left the baby a few meters from the church building.The toddler was taken to Limbe police station and later to Queen Elizabeth Central Hospital for check-up.Meanwhile, Police officers have launched an investigation to find the woman who has done this.The Police are also appealing to members of the public to report to police anyone suspected to have done this absurd behaviour.

Harare – Zimbabwe’s main opposition party leader Morgan Tsvangirai has said that his party is ready to join other opposition parties in coalition talks aimed at dislodging president Robert Mugabe and Zanu-PF in 2018 elections, a report said on Monday.
According to NewsDay, Tsvangirai said that his party the Movement for Democratic Change (MDC-T) had acknowledged the significance of having a coalition with other parties to challenge Zanu-PF in the upcoming general elections.
Tsvangirai further said that he would join the coalition talks on equal bases.
“… The MDC-T will not stand in the way of any coalition discussions. We are talking to people, and we are looking for possibilities for change and if coalitions are one of the possibilities for change we will go for that, and go for it genuinely and not playing a big brother mentality,” Tsvangirai was quoted saying.
This came amid a joint statement that was issued by the southern African country’s opposition parties, calling for a united front in dislodging the ruling Zanu-PF party.
According New Zimbabwe, at least nine opposition parties had vowed to set in motion a coalition programme that would lead to the unseating of the ruling Zanu-PF government.
Amongst the opposition parties were Tendai Biti’s People Democratic Party, Welshman Ncube’s Movement for Democratic Change, and Simba Makoni’s Mavambo Kusile Dawn.
“We will work together to formulate policies and programmes of economic recovery and growth, which preserve the few existing jobs and create more formal jobs in all sectors of the national economy,” read part of the joint statement.
Meanwhile, according to the Daily News, MDC-T women assembly chairperson Lynette Karenyi believed that only a neutral person must be the one to lead the grand coalition and not Mujuru or Tsvangirai though he has been fighting Mugabe for well over a decade.
She was quoted saying that opposition parties did not have major differences since they were all fighting towards the same goal of seeing Mugabe go.
THE R54-MILLION PAID OUT FOR A TIMBER MILL THAT WAS NEVER BUILT? WHEN THE CORRUPT PETER MWANZA DIRECTS
Malawi’s current finance minister, Goodall Gondwe, helped to facilitate a 1.8-billion Malawi kwacha (R54-million) state loan for a timber processing factory that, three years later, has still not been built.
This week, neither the wholly state-owned Malawi Savings Bank, which made the loan, nor the treasury’s Export Development Fund (EDF), which guaranteed it, would answer questions about what has happened to the money.
The directors of the company that received the loan, Sterling Timber International, did not respond to queries about why the factory has not been built.
Gondwe, one of Malawi’s best-known economists and the International Monetary Fund’s former Africa director, confirmed that he had lobbied for the loan but said he no longer had any connection with the company.
Sterling has strong political connections: one of its directors, Peter Mwanza, is a former agriculture minister and senior member of the ruling Democratic Progressive Party.
The loan was purportedly extended in terms of a state pre-finance and loan guarantee scheme that explicitly targets exporters of “nontraditional exports”, including gemstones, wheat, pigeon peas, soya and paprika. But the scheme does not cover timber.
Good intentions
Sterling was launched on February 9 2011 to add export value to pine cut in the Mzimba district, home to a 53 500 hectare area once touted as one of Africa’s biggest exotic plantations.
It was the brainchild of a group of 400 small sawmill owners, the Timber Millers’ Co-operatives Union. Despite having no track record, it landed the 1.8-billion kwacha loan from the Malawi Savings Bank.
The intention was for the union, which had a 63% stake in the company, to supply timber to a newly built plant that would add value for export to the United Arab Emirates, South Africa and East Africa.
But Dick Kachipande, a sawyer from the Chamatete Co-operative, told amaBhungane that no factory has been built. In November last year the union withdrew its support for the venture, saying it has seen no benefit and has no idea what happened to the loan.
“We do not know how Sterling is going to repay the loan because the major source of revenue for the company was supposed to be the union through its contribution of timber,” he said.
The union’s vice-chairperson, Paul Nyirenda, said: “We have repeatedly asked for financial reports but we have never seen them. Where is the factory?”
No company offices
Sterling does not appear to have offices. The only signs of its continued existence are new pick-ups emblazoned with its logo.
The company’s managing director, Paul Makolosi, claimed on the Lilongwe-based Zodiac radio station earlier this year that the company’s exports of value-added timber were generating billions of kwacha a year.
The Nyasa Times has reported that, when Sterling was registered, internal wrangles broke out over stock allotment and the lack of financial accountability and transparency, leading the union to withdraw its backing.
The company was launched after the Malawi government raised the price of state forest timber more than sixfold, from 1 100 kwacha to 10 000 kwacha a cubic metre. The hike meant that, for the majority of small-scale sawyers, production was no longer viable. Gondwe and Mwanza then entered the scene, advising the union to acquire a bank loan to boost their businesses.
“The union then sought a loan guarantee from the Malawi government and was asked to form a company so that government could back it,” Nyirenda said.
Gondwe and Mwanza, who justified their involvement in the company by saying it was to be based in their home region, were among its initial directors.
Mbane Ngwira, the Reserve Bank of Malawi spokesperson, did not say whether the factory had been built but insisted that Sterling is still operating.
“The responsibility for repaying the loan still remains the responsibility of Sterling Timber,” he said in an emailed response.
Millions paid in commission
According to union minutes, Mwanza told a union meeting in Mzuzu in May 2012 that he received 12-million kwacha in commission for facilitating the loan. Contacted last week, he confirmed receiving payment.
In a phone call this week, Gondwe denied any involvement with Sterling. “Jesus, I do not know these people! I don’t even know this company. They are lying,” he said.
He said he had not even known about EDF until a few days ago “when they came to introduce themselves to my office”.
He referred all questions to the Sterling chief executive and board chairperson, but said he did not know their names.
Malawi Savings Bank spokesperson Brenda Chilima acknowledged that the bank had made the loan.
Asked how much it had recovered in repayments, and how it would claw back the money in the event of a default, Chilima said in an email: “I would like to advise you that the bank has a confidentiality policy on information relating to all its customers … divulging any piece of information … to a third party is in breach of this commitment.”
The EDF referred amaBhungane to the Reserve Bank.
Sterling’s spokesperson, Tiwonge Mtegha, also one of the company’s directors, declined to answer questions, saying he needed time to consult others.

The first grade magistrate court in Dedza has handed down 25 years prison sentence to the two men who murdered albino,Davis fretcher machinjiri, ten days ago.
The court heard through state prosecutor assistant Supt Patrick Bean Chambuluka that Vuto Biswick and Emmanuel Robert on the 23th day of April 2016 at chimoto village in the area of traditional authority Kaphuka in districh of Dedza had conspired themselves to commit a felony by abducting Davis fretcher Machinjiri with intent to murder him and trafficking him to the republic of Mozambique where later he was killed.
Chambuluka told the court that though these two has pleaded guilt on all the three counts but still more deserve a stiff sentence.
A/supt Chambuluka cited the decided case which was before justice Jere in the case of republic versus shauti of 1977 whereby justice Jere said sentence should fit the accused and community at large.
He further more said that a stiffer sentence always depends on the following facts,the nature of the crime,circumstances of the offender including the public interest .
Before passing sentence the first grade Magistrate Enete Jiya Banda took the picture and show the audience on how a 17 year old Davis fretcher Machinjiri was butchered to death by two young offenders.
Enete Jiya Banda said that what the convicts did is unwelcome to the society.
She said that a life was lost because of the the convicts.
She further sentenced them to 6 years imprisonment with hard labour on the first count of conspiracy to commit a felony contrary to section 404 of penal code,12 years IHL on second count of abducting with intent to murder contrary to section 261 of penal code which she said should run concurrently and 13 years imprisonment with hard labour on third count of trafficking in person contrary to section 15 sub section (1) of trafficking act no 3 of 2015
Yesterday the court adjourned the case after state prosecutor appealed to seek interpretation from the high court on whether to proceed the offence as the offence of trafficking in person attracts the maximum sentence of 21years which is beyond jurisdiction of the first grade.
Today The high court judge gives go a head with offence to the first grade Eneta Jiya Banda.
Meanwhile Dedza police deputy publicist const Cassim Manda has shown satisfaction with the sentence despite many Malawians requesting a death sentence for all the two suspects. Some have also ask that the intended marked be mentioned and the buyers be arrested.
